2026 Annual Meeting Sweetwater Golf Course HOA

Dear Sweetwater Golf Course HOA Members

Our annual meeting will take place June 20, 2026, in the Lakeview room of the Garden City office complex, 69 N Paradise Pkwy. This is the same venue used for last year’s meeting. The meeting will convene at 10:00 a.m. and adjourn at or before 11:30 p.m. The Board of Directors will meet immediately following the adjournment of the member meeting.

The bylaws specify that we meet the Saturday nearest the 14th day of June, but also states: “If for any reason, the Annual Meeting shall not be held on the day hereinbefore designated, such meeting may be called and held as a Special Meeting; provided, however, that the notice of such meeting shall be the same as herein required for the Annual Meeting, namely, not less than fifteen (15) days notice.” It will be designated a special meeting.

The agenda for the Annual Meeting is prescribed in the Association’s Bylaws and is available on the Association’s website (sweetwatergolfcoursehoa.com). Draft Minutes from the 2015 meeting can also be found on the website. Items of notice include 2 new rules to be added to the Rules Manual.:

1) Rule 210 regarding sheds (copy attached)

2) Rule 211 regarding dark sky lighting (copy attached)

Updates regarding road construction projects, closures or other news will be posted to the Association website: sweetwatergolfcoursehoa.com and may be emailed. Members are strongly encouraged to review the website prior to visiting their property or hosting guests to avoid unexpected disruptions.

Members were previously notified that the Board approved an assessment of $3,200 per lot to fund paving throughout the Association. Members were also notified of the cancellation of that project. Thank you for sharing your opinions with us. ( 33 yes, 149 no, 32 neither)

There are three Board positions open for election this year. The seats currently held by Diane Bell, Danielle Jensen, and Jeff Stringham are expiring. Jeff and Diane have indicated their willingness to continue serving and will appear on the ballot.

The procedure for becoming a candidate is set forth in Article III of the Bylaws. Members wishing to be included on the ballot must submit a letter of interest and a brief résumé no later than Friday, May 29, 2026. Submissions may be emailed to chirschi.sweetwater@gmail.com or mailed to:

If the property is held in a trust or other legal entity, the relevant trust agreement or operating agreement must be provided to verify membership eligibility.

Please ensure that your annual HOA assessments are paid in full to avoid loss of membership rights and privileges, including the right to vote at the Annual Meeting.

Instructions for Voting

The sixth Amended Bylaws 3.02-B. Unless otherwise determined by the Board, a plurality at the Annual Meeting shall be sufficient for election to the Board. Cumulative and Split Voting is not permitted. For example, if a Lot has three (3) votes and there are eight candidates for three (3) positions on the Board, the Owner of Lot 116 can cast three (3) votes for three (3) different candidates, but cannot cast nine (9) votes for one (1) candidate and cannot cast two (2) votes for three (3) candidates and one (1) vote for three (3) different candidates.

Below is an example of cumulative and split voting:

Each lot with a dwelling receives one vote for each open Board position. For example, if there are three open seats, each lot may cast three votes.

However, our bylaws do not allow cumulative or split voting. This means:

  • You may vote for three different candidates

  • You cannot give more than one vote to the same candidate

  • You cannot divide your votes unevenly (such as giving two votes to one person and one vote to another)

(Each lot without a dwelling receives 1 vote. Cast the vote for one candidate.)

Example:

If your lot has three votes and there are three open seats:

  • You may give one vote to three different candidates

  • You may not give all three votes to one candidate

  • You may not give two votes to one candidate and one vote to another

Rules to be Discussed

Rule 210—Sheds (Fine—up to $2,500 per occurrence)

Sheds or accessory buildings shall be setback a minimum of thirty (30) feet from the front lot line, five (5) feet from any rear or side lot line unless on a corner lot in which case the setback shall be twenty (20) feet from the roadside lot line. Sheds shall not exceed three hundred (300) square feet in size, fifteen (15) feet in height, or be placed on permanent piers or foundation.

Sheds may not contain electricity, plumbing, or mechanical systems and may not be habitable or used for occupancy.

The “Shed Building Application” must be completed and submitted to the planning committee before building a shed. This application carries a reduced fee.

Rule 211—Lighting (Fine—up to $1,000 per occurrence)

The Planning Committee shall have the authority to require new and replacement lighting to meet the recommendations and guidelines of this Rule.

All area lights, including street lights, parking area lights, building-mounted lights, and landscape lights, shall be fully shielded so that no light is emitted above a horizontal plane. Ensure all outdoor lighting aims light downward or inward, reducing sky glow and glare.

  1. Maximum 1,600 lumens per fixture (approximately equal to two 60-watt incandescent bulbs or a 15-20 watt LED).
  2. Fixtures used for security lighting above 600 lumens must be motion-activated and shut off within 5 minutes of last detected motion.
  3. All outdoor lighting shall have a correlated color temperature (CCT) of 3000 Kelvin or lower.
  4. Essential lighting includes only lighting necessary for safety, security, or code compliance.
  5. Lighting essential for safety includes illumination of doorways, steps, and walkways during use.
  6. Non-essential residential lighting shall be turned off by 10:00 PM unless actively in use.
  7. Sports courts and recreational facilities may operate lighting only until 10:00 PM, after which all lighting must be turned off. Sports court lights will point downward and inward.
  8. Landscape lighting is allowed but must be directed downward or toward the object being lit.


Exemptions This Ordinance does not apply to:

  1. Temporary emergency lighting used by police, fire, or other emergency services or to seasonal holiday lighting between November 15 and January 15, provided it is turned off by midnight and meets the 3000 K CCT requirement .
