Minutes of the Saturday, June 14, 2025 SWGCHOA Member Meeting

Board Members present: Carol Hirschi, Jeff Stringham, Danielle Jensen, Tyce Jensen.

Associate Board Members present: Diane Bell, by Zoom

Absent: Board Members: Jon Nichol has stepped down as of April 2025 due to health reasons; Catherine Gephardt, Adrienne Sleight. Associate Members: Scott Burnett, Loretta Nielson.

HOA members present: A roll call of the general members attending was not taken at this meeting.

  1. The meeting was called to order by Jeff Stringham, Vice President, at 10:00 a.m. at the Garden City Offices, Garden City, Utah.

  2. The agenda was set and a motion made by Carol Hirschi, seconded by Danielle Jensen, to approve the agenda. It was then unanimously approved.

  3. Approval of the June, 2024, HOA Member meeting minutes. Tyce Jensen motioned that the minutes be approved as written, Anita Holyoak seconded the motion, the members unanimously approved the June, 2024 minutes of the HOA member meeting.

  4. Jeff Stringham addressed the membership with information as to whose terms were expiring and who was seeking re-election. Catherine Gephardt and Adrienne Sleight’s were both expiring and neither are seeking re-election. There are 3 vacancies currently on the Board with Jon Nichol’s position. There have been no offers to serve from the general membership to this date. Jeff explained that a letter stating the reason for wanting to serve on the Board, along with a resume, should be emailed to the Board President if anyone was interested in being considered. It was also noted that any associate member who may desire to be on the Board would be welcomed as they have already been vetted for service. After the General Member Meeting the Board will meet to fill vacancies and it will be discussed at the September Board Meeting. So if you would like to serve, please get your information to the president.

  5. Report on Roads – Tyce Jensen – Tyce explained the projects that have been accomplished and those that are still to be accomplished this year. He further noted that it will be much more financially advantageous to the HOA when all of the roads are asphalted and the swales (waterways), are completed. In doing all of this, if you notice something that seems amiss, please contact Tyce and let him know. There will also need to be some maintenance done on the current asphalt to preserve the integrity of the roads moving forward. A question from a homeowner wondered how much time it will take to be complete all the asphalt on the hill. Tyce thought 5-6 years. There are quite a few cul-de-sacs that need to have a road cut into them. These will not be done until someone begins to build on them. They need to be surveyed, then cut, then road base added. When it comes time to asphalt they will need to be surveyed again to be sure it is correct. A question was asked about mag water. Tyce explained that we are done with Mag Water for the year. Jeff Stringham let the owners know that the two county roads, country club way, and sweetwater parkway, are the sole responsibility of the County. We’d like to see them paved . There are roughly 900 homes within the HOA with 150 rentals/vacation homes that are charged a transit room tax besides property taxes. We have the majority of vacation rentals throughout the entire county in our HOA. We see no benefit from those fees and taxes. Daniele interjected that the County might be getting funding in October and will asphalt in Spring 2026 if that occurs. There is also talk of a walking path being placed on the county road, and they may need our help to make that happen. Jeff continued that If any members know of or have influence with any of the county commissioners, please let them know that we are really interested in help with our infrastructure and keeping the roads and general area safe for those who live here, travel here, and vacation here. A suggestion was made that we have a representative attend the Rich County Commission meetings so that we can be represented. Another suggestion was made to get the amounts that we are discussing and take this to the County to see what they are willing to do to help us. (Add these two items to the agenda for the Board meeting following)

  6. Treasurer Report – Danielle Jensen provided a copy of the budget proposal to each member. Danielle stated that if they have questions, please ask. She went on to say that we have several homeowners that are from 1-13 years behind in their HOA dues, totaling $72,546.00. We have foreclosed on lot #7 on Blue Grass Circle. There is a sheriff’s sale coming up. Board members cannot purchase the property, but any member can. We can post it on the website where and when that will take place when we have the information. Danielle put to the members present what their thoughts were as to when to begin foreclosure process on a property. Having discussed this at a past board meeting, it was decided that we send out a demand letter, giving a reasonable time within which they can respond and pay. After that date, we send a Notice of foreclosure and then pursue that by statute, bypassing the collection agency and going directly to the foreclosure process. The homeowners can redeem the property right up to the day of the sale if they want to. Once it goes to sale, it is absolute and a done deal. Please DO NOT leave furniture, TV’s, appliances, construction materials, etc. by the dumpsters. The county will not take those items and we are charged per pound to take those to the dump.

  7. Rules and Fines – Carol Hirschi – There are copies of the rules on the back tables. Please post them in your homes. Please be familiar with the Rules. Most people who receive fines are not aware they are non compliant. The Rules Manual is on the website and is updated as needed.

  8. There were several members who had questions regarding certain items and those concerns were addressed by different members of the Board depending upon the issue and who was over that situation. The meeting was then adjourned until June 13, 2026.
